I don't see how that kid makes weight limit. At one point when I was young I was a lot taller than everyone else and it was a struggle every week to make weight limit even though I wasn't overweight.

Knew a kid growing up that was 5' 7" and 150lbs + a mustache in 4th grade. Looked like he was playing with toddlers. When we graduated he was still 5' 7" and 150lbs.

Yes there was. If I recall when I played it was Mite, Pee Wee, Peanut and don't remember the league after that. But you had to weigh a certain weight to play and only could play certain positions depending upon weight. On top of that you could only have so many players on the team of a certain weight. Miss those days, we had the Medalist Sand Knit pro jerseys. I played for these teams as a kid, good times;
every team had the white jerseys, not sure why, and we all had white helmets. We did have the helmet decals though. Looking back we were lucky and had a great time in the 70's-early 80's.
**ETA I think the last league we played was called Midget
