At my school, he would get a talking to along with the other little bastard. Then, if they shook hands like menfolk, they would sit for recess for a day. End of problem.

When kids don't listen to adults there is a problem. Kids don't have the option to tell adults, "no", regardless of the situation on a bus.

I had a similar event.
12 yr old took my 3 yr old sister seat at front row in movie. I was 7.
She complained to me on her way to go to back row.
I was in seat exactly behind 12 yr old. Lights go down. I got up and put choke hold on 12 yr old and sat down, still around his neck with forearm. He screamed for help. Lights go up. I am not letting go. Adult gets to me and inquires wtf.
I explained. My sister got seat back. No one said boo to me after.
Navy ship. All military kids on way to far east bases.

Pretty sure the only role of the grandpa here is to pat the kid on the back and say he did right.

If he gets punished, buy him a PlayStation or whatever the current thing is.

The only fault I find with your grandson was that knuckles weren't checked prior to the arm twisting, which could have been disastrous.
