just watched a car go up in flames on I-10.

Cut me off trying to get to shoulder. Went up fast.
Saw passenger get out. Hope driver got out and no one else was in there.

I've seen this happen on I-10 at Acadian once. It's crazy how fast cars can catch on fire.

No. Looked like they were smoking a blunt(I mean the smoke. Not actions). But then he Cut across four lanes to the shoulder. As I passed the flames erupted out the back seat.

Hard to say when the OP is light on details. If they were enflamed as they cut you off, then yeah, you should have pulled over.
If they were smoking and caught fire in your rear view mirror, I'm not sure what you're supposed to do.
