I've been saying for months that pan handling is an organized racket where certain corners are owned by pimps who are cut in on the money in exchange for protection.

They share best practices for sign verbiage and such.

You can say that again. In New Orleans Lakeview area theres a guy whos outside all day claiming to be a veteran and he panhandles in full uniform. now, hes 100% full of shite because the uniform is very incorrect and he definitely just put stuff together that he got from a thrift shop, but man the dude has got some dedication i suppose and im sure tricks a great deal of dumbarses
