Judge Trudy White let cop killer Albert Franklin go free several times(link)

should have never been on the streetsBATON ROUGE, LA (WAFB) - Zachary Police Chief David McDavid is fuming and not holding back.
The reason for him being so upset: Why are his officers working so hard to lock people up only to have Baton Rouge judges set extremely low bonds and they're back on the streets in just hours?
"It's like a revolving door and it gets frustrating," Chief McDavid told the 9News Investigators.
Chief McDavid said Albert Franklin, 33, has been a problem for the people of Zachary for quite some time now.
"We got numerous complaints on this individual in the area selling drugs in the area, cars coming and going out of his place," Chief McDavid told the 9News Investigators.
About a month ago, on November 14, Franklin was pulled over in a traffic stop and officers said they found drugs and a gun. About a month ago, on November 14, Franklin was pulled over in a traffic stop and officers said they found drugs and a gun.
The 9News Investigators dug into documents about Franklin's arrest. A judge set the bond for every charge.
Possession & Distribution of Manufactured Control Schedule I --- $20,000
Possession & Distribution of Manufactured Control Schedule II --- $20,000
Possession of Firearm with drugs --- $10,000
Felon in Possession of Firearm --- $25,000
Resisting an Officer --- $10,000
Possession of Drug Paraphernalia --- $2,000
Improper Lane Usage --- $500
Failure to Signal --- $500
The total bond was set at $88,000 with one of Judge Trudy White's commissioners signing off after setting the bond.
The next day, Judge Trudy White went behind the commissioner and amended the bond, reducing the amount on many of those charges.

Apparently McDavid is not familiar with the point of having bonds. Arrests do not equal convictions. Bonds are solely for the point of ensuring the defendant shows up in court for trial. They are not allowed to be punitive in nature.

The complaint here seems to be about drastically reducing bonds that were already set for no apparent reason.

"I don't understand that because we can't go judge shopping but a criminal can go judge shopping, but police can't do that when we try to get a warrant signed or a search warrant signed," Chief McDavid said.
Franklin bonded out on a commercial surety bond, meaning someone put up property to secure his bond.
"Usually, you see judges tweaking the amount up or down a little bit, usually down, but this amount is dramatic," Dane Ciolino, a Loyola University Professor who teaches legal ethics, told the 9News Investigators. "It's not uncommon at all for judges to reduce bonds. That is a fairly typical event in the Louisiana criminal justice system. What's unusual and somewhat striking in this case is how much the bond was reduced."
It was reduced by $79,000.
Just two weeks later, on November 28th, Zachary police arrested Franklin again. This time for illegal possession of a stolen firearm. His bond was set at $5,000 by a different judge, Judge Anderson, but there was a note reading "notify Judge White of new arrest"

Since this one regularly doesn't show up for his court appearance he may have a point. And since you've forgotten more criminal procedure then most of us know, the bolded part is not true. Its for his appearance for any date set by the court.

Apparantly you are not aware of CCRP Art 335
Bail is not just supposed to be about people showing back up to court.
While that is the definition of “bail” ccrp 335 also informs the court to take all of the above things into consideration when setting a bail

Art. 316. Factors in fixing amount of bail The amount of bail shall be fixed in an amount that will ensure the presence of the defendant, as required, and the safety of any other person and the community, having regard to:
(1) The seriousness of the offense charged, including but not limited to whether the offense is a crime of violence or involves a controlled dangerous substance.
(2) The weight of the evidence against the defendant.
(3) The previous criminal record of the defendant. (4) The ability of the defendant to give bail.
(5) The nature and seriousness of the danger to any other person or the community that would be posed by the defendant's release.
(6) The defendant's voluntary participation in a pretrial drug testing program.
(7) The absence or presence in the defendant of any controlled dangerous substance.
(8) Whether the defendant is currently out on a bail undertaking on a previous felony arrest for which he is awaiting institution of prosecution, arraignment, trial, or sentencing.
(9) Any other circumstances affecting the probability of defendant's appearance.
(10) The type or form of bail.

Let's all remember also that Trudy White did not know back in November than Franklin would run over a cop later. 99% of the time that doesn't happen.
