What’s stopping business owners from opening anyway? Pretty poor look if cops are on the news dragging people from their places of business for no reason.
If I owned a brick and mortar I’d dare them to shut me down.

I have heard of a NO gym owner getting his occupational license revoked.

I certainly don’t agree with that but it appears the power that be could do that. I suppose they could also revoke your certificate of occupancy but not sure what grounds they would have for that.

I do not believe the State controls the utilities. I think those are under the Parish's domain.

Nothing, but there's nothing stopping you or anyone who is infected to be in contact or in the same area as those who may not be. Willing to take that risk and possibly dying from it?

Its not the cops or the governor enforcing this stuff. The problem is your business license, occupational license, medical license, any licensing boards, etc can pretty much pick and choose who can work legally. You don't want to get fouled up with them.

The vast, vast majority of those who are ordered close, have a state regulatory/licensing requirement.

Alcohol license, cosmetology license, etc.

These boards are little Gestapo organizations under normal circumstances. they would love nothing more than to get you in trouble for violating an order.
