He doesn't award the contracts. The licensing board does that. He was able to find a way to toss out the initial contract award and put his son's company back in play.
I'm sure the end game is to find a way for 1st and 2nd place to be disqualified leaving his son's company and their higher bid as the last man standing.

Dude, Larry Bankston went down hard. He is a complete and utter thief, and lost his license and practice and everything he had due to his corrupt greed. I can't even believe he is back in the game. How does this happen? Did JBE get him back, or was he operating before then and under the radar.

JBE appointed him to that position. Some back room politics got him his license back also

Sorta like the police protect their own, or doctors won't testify against a colleague regardless of what actually happened. Lawyers will take care of each other, understanding they might end up in the same position and need to get "let out". It has nothing to do with shortage or overage, or the needs of society. It's about scratching the back of a colleague.

None of this is much of a surprise. These are the same folks that brought us the Shelter At Home Scam that pretty much was robbery in broad daylight of taxpayer dollars.
