It can't be done consistently.
Unless it is done purposefully, which is even worse.
If they are indeed waiting to report, huge death numbers, that would lead to a lot of days with low numbers. Which would be counterintuitive to the fear mongering of that's the goal.

We've been reporting 5 straight days of lower numbers. Then he dumps 2.3x the average in one day and says "see look at how bad you've been!!!"

It can be consistent, if you hold the confirmed deaths for long periods then sprinkle them in. Hold unconfirmed deaths for 10 days.
