Janitor just grabbed my gf's arse....

Back story.... GF has worked at a Community College for the last 8 years. School has been losing money and her position was eliminated (2 weeks ago) She goes in today to pick up and few things from her office and one of the janitors comes over to say goodbye, gives her a hug, and gets a handful of her arse at the same time.(Sorry NO pics) She is mortified and immediately calls me. Says she feels violated and is rightfully upset. Should she:
1. Forget about it...move on.
2. Report him to human resources....move on.
3. report him to human resources and lawyer up.
ETA .... She went with second option.
