Even if the vaccine being tested works it would still take, according to most estimates, 12 to 18 months to reach the population. I’m also not holding my breath in this either, we’ve had years to develop a vaccine for SARS and MERs and we still don’t have a viable one...

It doesn't need to hit the whole population. Get it to those most in danger from the virus first. Hell most people still probably won't even go get the vaccine just like they don't go get one for the flu.
