I don’t think China cares enough about the driving issue of this conflict and likely doesn’t want to jeopardize the flow of oil for which they desperately need to be supplying Iran with nukes. My money would be on Russia particularly given Iran’s cooperation with their efforts in Ukraine with drones etc.

A) they were in E Syria for a reason.
B) with Hisbollah active those troops just might prove to be more loyal to them than Assad. Putting them in Damascus risks mutiny.
C) while on the move they are easy prey for Israeli AF instead of staying in their current fortified positions
