Is this illegal?

Saw this making its rounds on Facebook, but basically there’s a cop with a Tacoma in Richwood (small town when you’re coming into Monroe), and he’s posted up on the side of the road on 165. He looks like a surveyor, wearing regular clothes, and an unmarked truck. Well he’s looking through a camera to take pictures of peoples license plates, who are speeding. Then those people get a ticket in the mail for speeding. So is this legal or illegal? I feel like posting up on the side of the road, in a regular truck, in regular clothes is deceiving, and aren’t mail in tickets unenforceable or something like that?
This is what the guy on Facebook said.

So is it a surveyor or not? If it is, and hes using a total station, hes not taking pictures of peoples license plates.

I'd throw it in the garbage and make them come enforce it

Wow that’s crazy! I guess technically they could fine you for going one mile per hour over the speed limit.

No he’s not a surveyor. He’s a cop, acting like a surveyor.

If he is shooting everybody, without probable cause, it is certainly not enforceable. Just like the trailers in Baker.

I got a ticket on 540 leaving Fayetteville, AR with something similar. I was on a downhill stretch with a wooded median. I looked over and saw someone standing back in the trees with what I thought was a camera. I thought that’s a weird place to hike. Went around the bend and they 6 to 7 state troopers lined up pulling people over.

Sorry. I forgot that it’s easy to see the lettering on someone’s shirt, from 100 yards or more.

That situation is a little different as they’re actually pulling the folks over and the driver gets the ticket. The scenario in the OP I don’t see how they prove who the driver was.

Yeah they’ll do that around Baton Rouge sometimes, but as far as this situation goes, they aren’t clocking, and calling it in to some cops down the road, to pull someone over. They’re just clocking, taking pictures, and mailing tickets. I bet a lot of people up there are going to be abused by this, and a lot of them don’t know any better, then to pay the ticket.

So in your opinion speeding isn't illegal but catching speeders is somehow illegal.
