Addressing the OP question: "Is there anything that can be done to fix the crime issue in New Orleans?", there is a very hard truth for most to swallow: If there were no black people in New Orleans, hypothetically, murder would drop by between 95% and 99%.
In 60% Black New Orleans, almost 99% of Homicides and Nofatal Shootings comitted by Blacks
I hate to even see these statistics because I do not want to lay any blame for crime at the feet of any one group of people, but here we are.

They work to an extent but they just frick up some innocent people too. There are variations of it that are better than others that just focus on what the FBI considers escalating behaviors. I forgot all the details, but just because one all-out version isn't effective doesn't mean a more targeted derivative wouldn't work.
They asked how to fix New Orleans, not how to do it in a nice way with no carnage
New Orleans needs a much larger police force and DAs office as well to handle everything. Right now there are violent criminals being allowed to walk the street because they can't handle the case load.
More patrols, more police visibility, etc.
ETA:
And a parallel effort should be made in the communities to somehow redirect misguided youth. I don't know how that is possible or what to do, but it feels like these shootings and violent events are involving younger and younger people. Really sad.

nola issues run deep. nola essentially died when the oil bust hit. a lot of the wealth and corporations split and headed to houston.
Nola isn't a desirable location for corporations other than maritime for the most part. The state doesn't do enough to woo business to move here, and the city government is always looking for a good palm greasing. it would take decades and decades of mayors with the same ideals and attitudes like when Giuliani cleaned up NYC.
It's the irony of all these apartments and condos being built in the CBD. People are buying them as second homes and vacation spots. Office space is still widely available. Typically those two metrics work in concert. When there is investment in living downtown, businesses are usually moving in and bringing in young talent. That's not the case here

Way too many issues to actually fix it.
NOLA has had a Democrat mayor for 146 years. Haven't had a Republican mayor since 9 years after the civil war. Almost 150 years of democratic leadership got NOLA where it's at today.
The being paid for kids has to stop.. make the amount of money the same if you have one kid or ten.
The black community has got to step up. BLM has to stop and law enforcement has to be supported and criminals reported. Too many shootings with no witnesses.
Politicians need to stop saying that the white man is the greatest threat to our nation and children when or 50% of shootings are by 13% of the population.
But democrats won't say that... they say we have a problem with white supremacy instead.
Ever notice when there's a mass shooting by white guy the left says the problems is guns, but when gangbangers have a mass shooting the left says it's poverty and education...
Education? Forget that... education today is the hip hop song that says to sling drugs and shoot people while you work on your rap.
Funny how last year everybody was upset about "Baby it's cold outside", but this year "WAP" BY Cardfi B is number one... Along with "Rockstar" by Rowdy Rich.
Right now nola is ranked in the top ten for murder per capita, and the Saints put Rapists names on their helmets... that's got to be great for tourism...
