Ehh
Some of these "disorders" can be pretty subjective and there are slimeball doctors all over the place.
There is really not that much risk to prescribing small amounts of HGH, so I bet it wouldn't be hard to get if you shopped around.

I know 4 guys who took hgh as kids, and I can only think of one of them who may have had an actual disorder or deficiency. The one thing they all did have in common...parents with a lot of money

My son was under 1% in growth. We did several tests and found he was not producing sufficient growth hormones and his receptors were not receiving most of what he was producing. After a long process, his doctor was able to get him approved for HGH shots and he has to take one nightly. He has grown about 4 inches since we started in March and for the first time in a couple of years, we have had to buy him larger size shoes and pants. My understanding is that he will stop the shots once he hits puberty. It has worked really well for him.
