Is pay based on position or quality of work

For example, if two guys work as repair technicians but one of them is an excellent worker but the other is subpar, is their pay scaled the same.

ETA : years and experience are equal. Assume Non Union

Don't quota fillers get paid less. I considered that fair since technically the position is not actually needed.

Short answer- If you are Union, then the high-achiever is frowned upon and the pay would be the same. Furthermore, the high achiever would be accused of oppressing the deadbeat and put on corrective action.

Non-Union, the high achiever would be paid more and the low achiever would be told to meet minimum standards or be let go.

Just like many things in life, it's dependent upon how well you can negotiate for yourself prior to hire.

In terms of getting paid the most for the position in which you are seeking, the most leverage a person can ever have is prior to their start date.

Sounds like something I've read on political talk board.

Are unions really that detrimental to private industry. I remember studying in collegiate history classes that unions were able to help a lot of impoverished workers. It seems that over time they have lost their original goal.

You are right in with this. Unions used to be great for the protection of workers, but over the years has become the thing that they were originally fighting. Today, there may be some benefit of Unions, but it seems that they are now just self-serving and do not care about the workers, the same thing Unions were built to fight. It is really sad to see Unions bleed companies dry by demanding unsustainable wages and by breeding low performing workers. While they may still be needed in fringe cases, they seem to do way more harm than good these days.

In my husband's profession , there are many people with some lofty titles that don't do all that much but make bank. Tis life.
