I think they managed to get to work but were too tired to start. The perils of the modern workplace. I'm glad I'm retired but here I am posting at 1:45 AM.

If they aren't getting paid, they can do whatever they want.

This might be a dumb question, but how are they at their job once they are actually awake and on the clock?

The fact that that is considered a dumb question is what is really dumb

There's a reason that I have a sofa in my office. Okay, several reasons.

I shut the door to my office and take a nice siesta almost everyday around lunch time on my couch, it’d be hypocritical of me to get on my employees for taking a nap before the work day started. Some people need the extra rest and I’m all for increasing productivity

Maybe it’s been answered, but are they on the clock and getting paid then it’s obviously a problem and time theft. Used to have employees also come back to eat purchased lunch in break room and would clock back in while eating (just made sure they were clocked out at least 30 minutes to avoid reports even though hour was given & taken).

If not being paid, no customers, nothing to do, and really just miss timed drive it’s more weird like they have nothing better to do. I wouldn’t be concerned about waking them with work noise.

That’s a little extreme. In OP they are on company property & at company’s desk not being paid because they got there early doesn’t mean they can ignore work place rules. If they want to do whatever they want including not following work rules then don’t walk inside until shift starts.

True story...I worked at a place where it was common that many of the employees had been there for 40 years. There was an older guy that would have a his lunch at his desk (glass office) and take a snooze. Well the guy was snoozing a little too long. At "3" they checked on him and he was dead.I wasn't there so I don't know how or when they got him out of there.

If you aren't currently on the clock then I don't think so. I've known some people who would use their hour lunch break to eat for 15 minutes, and nap for the other 45.
