turn around and look at a ‘coworker’s’ arse after she walks by? No response or expression by you.
Has she been sexually harrassed?
Say she doesn’t see it and another woman does...has that woman been harmed?

It depends on several factors such as how attractive you are, and whether she felt harassed.

We have something in our training called Third Party Sexual Harassment.
That is a pretty clear definition of it.
It is the act of being inappropriate about another person sexually even if that person is unaware. Sorta like if you tell a dirty joke around or about another coworker and a third party hears it..they can report you for harassment.

Of course there is also another level of harassment possible in this scenario. Say your wife or SO busts you doing this.....you may now find yourself about to get "harassed" in an unpleasant manner. Lucky for me my wife knows I am an arse man and she doesn't give me shite over it. In fact, she's been known to nudge me and say, there's a nice one.
