Used to be all the top-flight WH chefs had goiters and traches. Neck tattoos to cover them up caught on, and gradually descended into what you witnessed. Incidentally, Port Allen WH might be the filthiest one I've even been in.

I doubt managers and owners of Waffle House require three piece suits and that employees not have tatoos. Given the clientele at Waffle House about 1/2 the time (myself included) I suspect they are happy to have warm bodies working there period.
Out of curiosity, was this your first trip to Waffle House? You could have simply left if that ink made you uncomfortable.
