First, get it right; the name of the song is simply "Turning Japanese", by the Vapors, from their album New Clear Days (1980).
Second, at least according to Wikipedia, the song was something of a hit in Japan, which suggests that, at least at that time, the Japanese didn't find it offensive. (Of course, today most people are much more prone to take offense--don't know whether that's true in Japan.)
Fun (?) facts: it has been covered by both Liz Phair and Kirsten Dunst.
