In the video, the man is still steering. The monkey is basically riding on the steering wheel.

they way they drive over there they monkey was probably a better driver then the other people on the road

While the monkey may be in the way, he is damn sure not "driving" or "steering" the bus, as all four of his feet are on the steering wheel. If you think about it, this is really no more unsafe than people driving while holding dogs in their lap, which I see pretty much every day.
