Once you spray the Round-up, be a good neighbor and re-paint part of his car in the color of your choosing. His house paint may need your attention as well as the roof.

Since you are posting this, I'm assuming you've talked to him about it at least once.
Just bring over a six pack and talk to him again. Ask him to let you know before he mows again so you can move your car, then go take pictures of your car right afterwards.
If he doesn't notify you and damages your car, then ask him to pay for it.

If he spends 5-10 minutes a day picking up rocks out of his yard, it won't take long for his yard to be clear of rocks.
