This story is hilarious in that nobody did anything illegal nor should they get in trouble for any of it (job wise).

Given the size of the pay bumps from promotions within the NYPD, she probably knew what she was doing. Rookies can make $82k/year a year after the academy and that goes to $115k/year as a sergeant when promotable after 4 years. That Lt.'s base salary is probably close to $140k/year too.
