I think it's less about the world telling her that's what being grown up is, and more her (or the producers of the show) thinking that doing those things that require a minimum age is a way to display to the world that she's an adult and not a kid.
From the bit of the clip I watched, it felt very manufactured, where they were putting her in places where the viewer is going "Oh my gosh, it's a kid going into a bar to do shots!!! And the bartender is all, WTF, you're a child!!! LOL OMG"

Sadly my little sis had similar issue with heavy chemo multiple times as kid. She is in late 30s now and looks late teens. She has never had a boyfriend In her life.
