That's what I'm capped at with regular AT&T internet, and we stream everything now. We often have two TVs playing, and are on our phones. It never buffers, and the picture quality is good.

I figured it out for those who don't see it on the TV or phone APP.
-Go to tv.youtube.com
-It should open the page under the google account used to set up YouTubeTV
-Click on your google account letter deal at the top right of the page
-Follow the rest of the directions from the OP
