I guess it depends on what landscape you like, but there are some places with fantastic scenery that aren't shithole countries.

Year round in one place:
Germany, Austria, Switzerland for sure, maybe Southern Ireland.

One Continent Seasonal Move:
Summer in Scandinavia, Winter in southern Italy.

Anywhere Seasonal Move:
April-October: Scandinavia
November-March: New Zealand/Australia

Pacific Mexico is pretty tame. Lovely scenery and away from all the cartel violence.

There's a reason that 2MM Americans live in Mexico. They aren't stupid.

Probably Lyon, France. Excellent metro system, two major train stations, incredible food, a huge public park, Roman ruins, modern financial district, few tourists... I’ve enjoyed visiting tons of cities, but I haven’t found one yet I would prefer living in.
