2000s is about right. Ideal mix of technology and politics. If hindsight is allowed the 9/11 conspiracy, which we weren't as "knowledgeable" about at the time, coupled with Obamas reign, ruins it. We all got suckered in that power play(our rights and privacies). In that case,the 90s. Early internet boom would be sufficient as the crack era ends and prisoner profit skyrockets. Money flowed for everyone in the 90s.
