A 20x20 hole is pretty fricking big and the rate of flow would negate any attempts to seal it by just dumping dirt, rocks ect. My guess is the Corp would first look to confiscating a barge or two that's moored nearby and sink them in the breach to mitigate the flow enough to buy time for people to evacuate as well as build some sort of retaining wall. The speed at which this could be done would determine the amount of destruction.
The train tracks would provide a decent extra barrier. If the city/parish/state were smart they would have at least a small group sealing any drainage that goes through/under the tracks.
The first things that would go would be everything between the tracks and the levee with those farther north having lesser issues than those south of the breach (the land begins sloping up as you move north). So just go ahead and write off pretty much everything from the old sewage facility to south of Brightside. After that it depends on how long it takes for the breach to be mitigated/stopped.

Not gonna work in a breach of the MRL. What they did in Bayou Chene is a very controlled sinking in slow-moving water on an established stream bed. A breach in the levee in BR would be faster moving water through a rapidly expanding opening.
The good news is, the size of the hold would be relatively small compared to basin it will flood, so downstream water velocities and water surface elevations will be managed by the gap acting almost like a weir.

No, just using a geographical point of reference as to how far the water will have gotten by then (and how high).
The railroad track will actually help buy some time (except where there are "cuts" [culverts, bridges]), but eventually, it would be overtopped.

Miss. R. would look for its old routes down Bayou Fountain and Bayou Manchac. Everything below the Highland R. bluff would basically be washed out to Lake Maurepas.
