I—10 "Improvement" Project: WTF Edition

Updates on all three phases:
Phase One, traveling west to east, from Lafayette to Breaux Bridge, is 90 percent complete and is scheduled to wrap up late October.
Phase Two from Breaux Bridge to Henderson has just begun and is not scheduled to be complete until 2023.
Phase Three from Henderson to the Atchafalaya Basin is nearly complete and is scheduled for a September completion.
So not only have they put a stretch of three lanes E/W bound, just to bottleneck back to two after only a few miles, but they save the middle section of that project for last. It's a sandwich inception.
Please someone explain this to me with an answer that doesn't involve "(insert family member/friend) of politician got contract".

Funding in this manner likely has to do with the source of funds and timing needed to complete.
The Henderson to Basin portion is only like a mile or so and is really just to give the 18-wheelers a proper place to “line up” ahead of the bridge.

I quit letting it bother me once I realized that roadwork will never be complete. They won't declare the interstate 'done' some day so just accept it.

As much as a 6-lane stretch is needed through Lafayette, it still blows my mind that it’s going to bottleneck at the basin.
Seems like it will cause a hella slowdown during rush at that choke point merging three lanes to two

Instead of having 1 contract for the entire project they let 3 different contracts. The middle was left to last in case the other 2 contracts were by different companies.

Total stretch can be finished in 6 years instead of 9 years?

Easier to build the transition between parts A and C after those parts are completed than having to match A and B when they are being built by different companies at the same time?

Why does it matter? The basin is only 2 lanes. But even if it were 3, you still end up in the clusterfrick of arriving in Baton rouge.

I believe Phase Two had some issues involving a crossover/overpass that took some time to resolve with local officials.

They were trying to eliminate the long bridge over Melvin Dupuis Rd. I think the state offered the parish five million bucks to do so but they turned it down.
