One thing in particular jumped out to me in this project update:

Perkins Road Overpass Area
Interstate 10’s crossing of Perkins Road occurs at an active commercial and entertainment district. The CSS plan for this area seeks to provide needed customer parking more safely and organized than the current gravel lot condition. A multi-use path, increased connectivity of surface streets, pedestrian amenities, aesthetic and safety lighting, and limited landscaping are primary components of the plan.
It would not surprise me if this is what required the additional ROW behind the Merchant. Ironically you would think this sort of development should be a huge boon to businesses like the Overpass Merchant.
Some of the other additional ROW acquisitions are described as well in the documents. For Hollydale condominiums, it says:

The future widened I-10 eastbound will be positioned closer to building #4 of Hollydale Condominium, located near Perkins Road and Christian Street, than the current interstate. This proximity of new infrastructure has not changed from earlier plans described in the Environmental Assessment (EA) or Finding of No Significant Impact (FONSI) documents. However, property survey has revealed that the actual ROW line is approximately 2 feet off from the earlier assumed ROW line derived from Parish data, and that approximately an additional 2.5 feet of new ROW must be acquired from condominium building #4. Rear fences and portions of concrete patios of these five dwelling units already encroach into DOTD ROW approximately 2 feet, and since an additional approximate 2.5 feet must be acquired, rear patio areas of these units will be reduced.
All of that said, I somewhat doubt the additional ROW acquisitions are actually the reason for project delays. WAFB’s “here’s why” feels like clickbait.
Recall that the project originally intended to reduce traffic to 2 lanes in each direction for 12-18 months in order to expedite construction, but then they decided to keep everything at 6 lanes during construction after a bunch of public outcry. I’d bet money that this decision, along with various design changes necessitated by it, is the biggest factor.

Another glaring need for it. If they would take the dozen or so properties on the inside of the east bound 90 degree curve exiting the bridge, a new bridge is no longer desperately needed. But lets build a bridge closer to the Sunshine bridge than the I-10 bridge, a ridiculous loop around Plaquemine and have the bridge still not provide any relief to I-12. All to appease two blocks of derelict properties, empty lots, and a few homes.

So? That's the COMPLETION date. What would date be if all properties were ready and project could state. I would think its at least a multi year project (3+)

It’s the best part of the whole area. So many cool restaurants. Get over your parking issues. Places are packed with normal paying customers. Why would anyone want to ruin that. You rather ghetto shite instead. Do whatever it takes to protect the area. We don’t have many like it.

1. I don’t know who “you” is in this situation. *I* certainly didn’t decide they needed better parking, lighting, etc. down there.. in fact I’d bet the business owners were involved with that request.
2. You’re kidding yourself if you don’t think parking and the general clusterfrick of trying to get around aren’t issues for the businesses around the overpass.

4. I can assure you the overpass area will survive if the Merchant loses their shed. Life will go on.

That was 10/12 Split to Highland. It got delayed but new contractor finished it up nicely. Then they widened I-10 to Pville exit(la-73). That has been fricking beautiful as well as the new college drive exit from i-10.
But we still have glaring examples of why we can't have nice things.

I assumed they'd be fine and either use the money from state(or is it feds?0 to adapt or move to a new location in the Overpass area.

Some digging aound the archive pages of i10br.com turned up a link to exhibits from the the 2023 open house Scroll down to the bottom for overpass plans
Zoom into this Image of the plans, and it appears to show Greenwood Drive (runs behind the businesses on the N. side of Perkins) being extended back into Perkins where the to-be-removed ramps are now.
Plus it paves, organizes and adds some under-I10 parking slots. With the limited space in the area, the result may not exactly equate the rebuilt and cool area under Birmingham's 20/59 downtown bridge LINK, but if they actually do this it may be good enough for BTR.

They could’ve bypassed Baton Rouge years ago and fixed the traffic but like in medicine there ain’t no money in the cure.
