All “shot in the head” means is that a bullet pierced his skin somewhere from the chin up. He could have shot him through the jaw sideways, or grazed his skull. You can actually take one through the brain depending on what part the bullet passes through) if the exit is fairly clean. That would depend on what caliber, what kind of ammo and if the bullet expanded like it was designed to.
The answer to this problem is always a double tap in the chest after he falls because he was going for his weapon.

Head shot with a .22 at close range is deadly. The bullet goes in and bounces around off the inside of the skull.
