But your entire premise is wrong. Youre acting like Florida has some sort of high elevation areas. The average height above sea level for Florida is 100 ft. Its the second lowest in the country behind Louisiana. In a situation like this you have no idea how the infrastructure will hold up. Everything is a flood zone. Ask New Orleans.

I said those in the most vulnerable areas should get priority to evacuate over those that live in areas that won't get storm surge, which is most of the populated Tampa Bay area, should get priority to leave first to ensure people aren't stranded in low lying areas certain to drown. But yeah, I can see why that sounded like anyone good at pull-ups should just climb a tree.
