Both rain and surge. That area was hit by a nor'easter which put the St John's river near flood stage. Then the surge at high tide.

Okay thanks. I just couldn't understand how they were getting storm surge on the east side of Florida.

Being on the east side of the storm meant onshore winds which was the main cause of the surge.

Yeah, on the west side of the eye the bay was down around 10 feet when Irma was her closest. And it never rushed back (at least here). Irma was almost a non-factor here in the Big Bend. But I have relatives in St. Augustine that were further from the eye, had much higher winds, lost big trees, lost power, and have a flooded yard. The side you were on made a HUGE difference.

The transition to post tropical helped with that too. Strongest winds displaced from the center, pushed the focus way to the east instead of having the really strong winds right at the center.

I never understood the depth of the St. Johns River until we were looking for waterfront land deep enough to handle the keel of our sailboat. Greencove Springs is so far upriver and even some parts near Patlaka where it's not just wide but deep. Push water up to the west and south of Jacksonville, and it has plenty of places to go.
How far can water be pushed? In Katrina, water was pushed up the Mississippi over a hundred miles and the rise was continually monitored at the Corps of Engineers facility in New Orleans near the intersection of St. Charles and Carrollton. (Slightly more than 100 miles upriver from the mouth near Pilot town).
Water is nocompressive. It goes where the wind pushes it, when it can't go into the ground. Currents push it, the wind pushes it and sometimes it gets pushed up hill as part of a surge, until it finds a lower place.

Me 'n yew paid for those C-130s and operating expenses. We need that money back so we can meet our gov'ts monthly payout to the downtrodden.
