ABC is talking to a resident in New Bern who stayed -- water has not gotten into his home and has actually receeded BUT he was asked would you stay again. "probably not". Was this area warned about flooding (honest question)? He the homeowner said "when they downgraded it to a cat 1 at landfall we let our guard down".

May have gone down to a cat1, but the rain threat never diminished, especially for New Bern.

I heard earlier this morning cars were underwater and people were calling to be rescued from rooftops.

THey left that part out of course BUT I'd figure more than that. As concentrated as homes are on the coast, I'd assume that like here, if you have a mortgage you need flood insurance in the coastal areas but perhaps not.

Theyre at the bottom of a river and next to the ocean. All of that storm runoff from up the watershed on one side and storm surge on the other, all of that water has nowhere to go.

Sadly. We live 10 miles from the coast in Louisiana and when they say GO we GO. I'm from North of I10 and really didn't have a clue about hurricanes but my husband is from here. We're fortunate with our jobs that we CAN just go (after everything at the farm is completed).
I think that until it happens, you think it won't happen. Hopefully many of these that are trapped have what they need in their attics/upper levels to help themselves until help arrives.
