But they're still trained and well versed in the skills and abilities typical of their region.

And that's true for the books and movies, tributes have strengths and weaknesses relative to the region they come from.

So in a way it does matter.

There are basically no soft suburban/city kids from that region. Everyone grows up in the outdoors. 11 is full of soft people compared to a few others.
