He's basically asking you to tell him what to do.... or do it for him. I'd meet him 1/3 of the way.
I'd give him a general outline of what you are looking for, and maybe even give him a few "hints".
Let the quality of his implementation of your "hints" carry the grading burden.

Tell him that there is a guy on the Politics board whose company apparently needs to start hiring some younger employees in their housekeeping department. Apparently the ladies are too old and keep getting injured and they are looking for a solution.
