Not supposed to run regular power wires through the wall

That area will be hollow. Just drill a hole in each location, and then fish the wires through/down using fish tape or some other rod with a hook.
When we built our house, the contractor installed a piece of PVC pipe from behind the TV down to the cabinet to run wires through.

Having been in that hole back there before, I think it would be easiest to cut out that Sheetrock to get back there. Seems like you would have a hard time figuring out where to drop to get to each spot because it's not a normal wall back there, the inside is open to the hole.

Hire an electrician then call Geek Squad. You should have an outlet above the fireplace. At least mine does.

Yours looks just like mine except my cabinet is on the right. Don't go up through the attic. If your fireplace is fake and is just a metal flute, there should be a hollow space between your TV and cabinet.
I cut a hole behind the TV and then inside the cabinet on the wall next to the TV. You can run the first wire with a coat hanger or something and attach several strings to it to run your next wires.

What exactly does this mean?

It's against electrical code because "flexible cords", as the code puts it, aren't designed to be used in that way. There are standards that building wire has to meet and a TV power cord doesn't meet that. If there is a fire, and your insurance carrier can determine that you ran faulty wiring against code, they may not cover you.

I back tracked and reread the thread.
Didn't notice where anyone said to run rubber cord thru the wall, but you are correct, no go.
The OP is getting some good/bad info, hope it all works out.

1) Cut a large square out above the mantel but smaller than the TV you're mounting
2) Run yourself an electrical outlet below the hole
3) cut hole to the equipment cabinet
4) run HDMI cables from cabinet to hole above mantel
5) Replace sheetrock with a piece of 3/4in plywood and such with heavy lag bolts (paint optional)
Cables are run and you have a solid surface to attach the TV bracket.

I tried the attic but the area is sealed off by sheetrock

Don't need to buy a stud finder. I'd just drill a house where I'd put the HDmi through it. Put a string through the hole and measure the distance to drills your studs. And I'm pretty sure you can go to the attic and run your wires from there
