I have several oxygen medical tanks. How can I get them refilled or exchanged for full ones?

Just leave the valve open on a windy day and should fill up in about 30 min

Hook up a large battery to some jumpers. Put the unused ends into a barrel of water. One will produce oxygen. The other will produce hydrogen. There should be twice as much hydrogen as oxygen.

Do you need medical grade O2? If so you need a script since it is classified as a drug... yep you read that right.
Since I assume you are using them for some hobby purpose that you don't need five 9s for you can get it at a welding supply.

I'm not sure about medical tanks but I've used my local fire department to fill my scuba tanks. Of course I have to show them my certifications.

Yeah, doesn't surprise me. Oxygen toxicity.

Get them refilled with CO2.
It's much cheaper.

for any medical grade gas, you need a prescription. if you need oxygen (for an oxygen/acetylene cutting rig) take the bottle to any welding supply house to get it refilled.
the bottle should have a tag on it with the name of the company that owns the bottle (or originally filled it) u can take i there and exchange for a full bottle (with payment for oxygen inside)

Get your wife to blow into it. She'll have it filled up in no time.

If you are scuba certified I assume you already know, but for others to know, the fire department did not fill them with oxygen, they filled them with compressed air.

Use the company that brought you the tanks. That's what I used to do.
