The most important requirement of building a civilization is access to potable water, without that life doesn't work.
You aren't technically paying for the water, you are paying for the transportation, treatment, storage, and sometimes, protection of that water and/or water source.
I am glad I don't have to haul and fill water baskets at the nearest natural creek or well to have water for me and my family.
