They pay for the water from the municipality, filter and treat it, bottle it and distribute it.

Its not like someone is taking cash from your pocket while you stick your face in the reservoir. They bottled it and brought it to you, that is what is being sold.

The most important requirement of building a civilization is access to potable water, without that life doesn't work.

You aren't technically paying for the water, you are paying for the transportation, treatment, storage, and sometimes, protection of that water and/or water source.

I am glad I don't have to haul and fill water baskets at the nearest natural creek or well to have water for me and my family.
