Depends on the weather. If you have to get a cut in before it gets too hot, or before a storm, 8AM is fine on weekends. But if you have no pressing reason to get out there, waiting until 9 is more respectful. Many people like to sleep in on weekends.

Cutting the lawn is always going to disturb someone - shift workers/new parents/night owls/etc.

If you cut your grass when it’s wet from the dew you risk having issues.

No it’s not. If you wake up because of a faint sound of a lawnmower then you were barely sleeping anyway and you need to get your arse up

I start at 9 am out of respect for my neighbors. I’m usually ready to start earlier but I live in a neighborhood with a bunch of retired people who sleep later so I tend to think 9 am is enough time to have woken up.

I was burning my weed eater at 6:45 the other day. It was a weekday so people should’ve been up, working from home.

Now that it’s getting hot, 6:30 is ok. Even though it was still a little bit dark when I started I did mine this morning and I’m glad I got it over with.

Should wait until grass is dry; unless there is a chance of bad weather later and you need to get it cut before then to have a respectable looking yard.

Today?

Anywhere in the Atlanta Metro Area it was 3:28 am.

Caveat: Mower must wear some piece of either Saints or Patriots gear.

In Baton Rouge today, this difference in temperature between 7am and 9am was two degrees.

On the weekend? 8 AM. If you're so eager and "when the sun is up" kinda guy, then why don't you mow it on a workday? Typically, people are up earlier getting ready for work. Knock yourself out. But on a Saturday or Sunday? 8 AM.

During Quarantine? It’s a 24 hour window. If I’m drunk at 2 am and wanna mow, all my neighbors can do is get pissed off from a safe distance.

This is actually very reasonable guidance. I just don't understand how people mow when there is so much dew on the ground still that early

I'm a 9:00 guy on the weekends because I like my neighbors. I don't do it on Sunday though.
