I figured some new mini-fad was going on. There is a pack or two of dudes in my office building (who look right out of college) always wearing this full outfit walking around at lunch and they are sporting brown shoes with their navy suits.

They're pretty common. Personally I think ultra skinny pants and skinny ties are just as bad if not worse as terribly pleated ill-fitting suits, but you do see them in the professional world and they're certainly considered more fashion forward.
But either of those people will be upstaged every time by a person in a well made, well tailored suit (but not noticeably "skinny") with a classic necktie (think 7 fold).

Not sure about "skinny pants" but wear slacks that actually fit, not full of pleats or have a 24inch opening in the ankle.

Gay. I hate those pants. I bought a couple suits online not realizing the pants were cut that way, so they fit perfectly in the waist but are tight on my thighs and look terrible. Hate 'em.

I was always trained that burgundy/cordovan was fine, but not brown. But, I am getting old. The O-T has had some recent fights over this, I think.

Burgundy/cordovan is the standard IMO, I can't remember the last time I wore black with navy. But yes, there is a trend toward lighter browns, but a standard brown works. Some are taking it to tan-ish levels and I draw the line there.

Old school is black with navy, but you can now get away with most shades of brown with navy, depending upon how fashion forward you are.
