It doesn't matter which way you say it. It means the same thing.

I put the emphasis on the 2nd syllable like #2. However most of the inhabitants put the emphasis on the third syllable: care-uh-BEE-an.

#1 is almost certainly "more right" given how the residents pronounce it but I still pronounce it "wrong".
