Design of the building will account for all fixtures running at once. Usually banks of hot water heaters on small box hotels. The larger ones have hot water boilers amongst other items daisy chained together.

A central boiler that is not pressurized so just at boiling temperature instead of making steam. Then there is a holding tank. If done right there is also a constant circulation with hot water added as demand dictates.

Most of them have a hot water return line, creating a loop that's always moving. And like someone else said - multiple boilers.

I can remember traveling as a kid and running out of hot water a lot. Probably older types hotels built before the 80s.

I stayed for several weeks at a Hampton Inn in Corpus Christi that was operating at near capacity. They ran out of hot water around 7:00AM every day.

I always figured they use boilers for the laundry, kitchen and hot water.
