BR can be cliquey. I grew up there, and I agree. There is an element of keeping up with the Joneses. However, nothing compares to the NS as far as lock out.
OP, do things that you enjoy and don't try to make friends. When you are happy where you are, friends generally follow. Trying to force friendships is off putting.

Ive met lots and lots of friends that way. It sounds to me like you just need some confidence, and you only get confidence by jumping in. It’s not going to jump on you while you sleep at night.

Not trying to be an a-hole but you posted yesterday asking us if you would ever/how to get laid. Despite the humorous responses, you actually got some pretty helpful ideas.
Today, you're asking us how to make friends. Are you trying any of the suggestions, or are you just looking for attention? I'm starting to think it's the latter.
But if you're serious about this, why don't you try some of the recommendations first before you come back asking for help? There are lots of opportunities here but we can't do it for you.

Join a social kickball league. You don't have to be athletic to play, and there's lots of time to socialize. It's easy to meet people that way.

I don't think friendly and clique-y are mutually exclusive.
People are very friendly in Louisiana, but tend to stick with their own. Especially in BR and Laffy. And there's nothing wrong with that.
