And what’s the risk to a 10 week old with partial immunizations to stay in ground zero of a pandemic for possibly months?
It’s a decision he has to make but if I had a straight car ride to a private jet waiting to bring me back to the states I would take my chances getting through those road blocks if you have official paperwork from the state department.

If Honkus' family has any cash on hand or if he has access to an app that allows transfer of funds I would offer someone at the government a large sum ($1k-5k) to get transferred to his final destination.

Good luck man. That was my initial concern for you was not getting a plane ticket, but getting to the actual airport. We here in the states have no idea, I’d just make sure and give yourself plenty of time. Obviously known.
Seems like the airport should have plenty of parking? Just leave the car at the airport and stash the keys somewhere and a family member can go get the car at a later date? $500 parking bill should be the least concern right now. Seems easy enough in the USA but who knows that difficulty there in China now.

Remember in times like these, do anything go get to that plane. Show documents, give bribes, etc. leave very early. I expect the drive to not be smooth

You need to rent or borrow a small car with good gas mileage if possible. If there is an open gas station, stop and fill up at every chance. Just get there and then ditch it. Screw it, this is your life and the life of your family. You call the shots now and will control what will happen to your family. Nothing but prayers to you buddy. Hope the next time we hear from you is on a flight to San Fran.

Wife is in a closed door meeting with local government officials right now downstairs.
We have clearance to get in the highway here in baiyangtown but nobody will (or can) sign off on us getting off the highway in wuhan, and nobody can garauntee our cousins safe passage back home. He knows nobody in wuhan and would literally be stranded.
I brought up the topic of leaving the car, again. We'll see if it comes down to that.
I also want to say this because I dont know if I'll have time to post again.. but through talking with my mom she informed me my sister is setting up a go fund me. This was not my ante tion with this and I just wanna make it clear that I'm not looking for any handouts. It's not in my DNA.. however it seems to be out of my control.. so if someone by the username jillpill81 (or something like that, very little post count. She posted earlier in this thread).. anyone if the at username posts a GFM it is legit and not someone trying to pull a fast one.

I’d go a step further and tell her that’s what you are doing. If the only thing holding this up is the cousin getting back then there really shouldn’t be a debate.
Don’t let her make an emotional decision because her father owned the car at one time. It’s just a piece of metal and it’s not going anywhere in Wuhan. No one is stealing a car when all the roads are shut down.
