Help me understand. defunding vs Reform

So, straightforward question here for all. What is the difference in defunding the police and police reform?
I don't want to hear about complete abolition of police. I think we can all agree that this is not the option.
So, if you want to reform police departments around the country, I think I can get behind that. But the problem I'm having reconciling that is: how in the world do we attract better cops without paying them more (aka the opposite of defunding). So how do we spend less money and give our current LEOs more training that people want to see, so they can use different tactics today. And how will we attract better candidates for future employment within police departments. Serious questions here because I'm failing to see how less money (defunding) helps.

Back to your point, if you're protesting cops being bad at their job you're not going to be asking for them to get more money

My definition of reform & Democrats definition of reform are not the same
Want real police reform?
Talk to your council member
Watch what your mayor does
Go to city council meetings
These are the people that set policy & pay
Push for pay raises to attract better applicants
Watch what your council members do when it comes to spending your money

My simple understanding. It is not taking all the money away. It is demilitarizing departments and removing responsibility. Also, bypassing unions so cops that have a history of abuse can be fired and their records made public so they can't get another job.

It costs money to implement new training, right? I don't think we're gonna implement new training regiments for the current LEOs without spending money.
So if people want to do away with the entire system and bring in a new system, that too, is going to take an enormous cost to implement.
I'm not saying I know what to do, but I have seen it said that to become a police officer, they should have a degree. Now, we've all been told that college degrees equal more money. So if we are trying to make the entire system better, we are going to have to spend a ton of money. I'm okay with that if it can reap tangible results. I'm just not sure that will be the case.

I fully agree. Completely defund the police and other services and allow private citizens the option to either fend for themselves or pay for a private security force.

Been saying this from the beginning for all public employees including teachers, police, firefighters, road workers, and anyone else being funded by tax dollars.

To answer your question, you can't really have both.
People are protesting racist cops when racist cops aren't even the real problem. Sure, it would be a much easier fix if it was just a racism problem, but it isn't.
None of these people are asking why police are having these issues. To them, they already know the answer. That is shortsighted and closed minded. The publicly elected Mayors and City Councils set policy and manage city services. These are the people who raise your taxes and oversee how that money is spent.
Those elected officials have, for many decades, placed more value and importance on many other things than law enforcement. Due to cutting funds, poor oversight, poor choices in leadership positions, and refusing to back their departments, they have reduced their candidate pool to the lowest common denominator. This is particularly true in larger cities which tend to have higher violent crime rates.
You, we, the elected officials can not cut funds to an already underfunded city agency and expect a better result. Until these inner city departments can offer a wage worthy of the job and capable of living in areas where the cost of living is higher, we will continue to have poorly trained, poorly managed, and poorly performing police departments.

This right here is the basis for my confusion on the whole defunding position. We've been "defunding" lots of institutions over the past 30 years. How can we make it better without spending a lot of money to change it?

And what is lost in all of this is not the future and wellbeing of criminals. Criminals are always, no matter how good our intentions, going to have a much greater chance of police interaction. Therefore, they will always have a much greater chance of having a bad outcome.
The losers in this, no matter our good intentions, will be law abiding citizens. Those who break the law will continue to break the law, and those who don't will suffer the consequences at an ever-increasing rate.
That is if we continue to underfund or defund our police departments.
