Sheriff John Brown always hated him.
The sheriff was so petty he would destroy his vegetable garden every time he would plant anything as well. That’s plain mean.

Sheriff John Brown hated him to the point where anything he tried to build for himself; the sheriff would destroy it. I mean, he trashed the guy's garden!
It got so bad that he tried to leave, but the sheriff's hatred was so great that he attempted to kill Bob for trying to leave, so he shot the sheriff in self-defense.
Not killing the deputy underscores that this was all some sort of psycho-stalker-rage-jealousy on behalf of the sheriff and that he was defending himself from that instead of blaming the entire police force.

It's a one sided story from an unreliable narrator. We never heard the all time banger from Sheriff John Brown "This scumbag has an illegal grow operation and he's planning on running from the law."

He admits his also shot the Deputy with the use of a double negative.
