People bitch about the HBCUs, but deep down inside they'd rather have the government prop them up than have the Tougaloo and SUNO kids go to the same college their kids attend.
It's like welfare, food stamps, and earned income tax credit. Think of it as riot insurance.

The government knew when they loaned the money that they wouldn't ever get it back. The stats on HBCUs are there for everyone to see: for the most part, they are marching toward extinction. Integration is doing to them what it did to Vanderbilt football.
The highest performing AA students go wherever they please. The next tier go to major state schools. The 3rd tier goes to regional state schools - the directionals and "ats." 4th tier goes to the historically black state schools, like Jackson State, Grambling, etc. That leaves the private HBCUs fighting the JUCOs for fifth place scraps.
I've had several friends teach at a private HBCU in Birmingham. The school knowingly trawls the lowest performing sectors of the local school systems for students who have no business being in college. They know that they are so poor, however, that they'll all get Pell Grants and FAFSA, so they sign them up, knowing that they'll be gone in a semester, maybe two. My friends who teach there said that years ago, the admins didn't care if they flunked 60% of the class for legitimate reasons. As the numbers have dwindled, though, they've been told to pass at least 60% of the class, regardless of their actual performance abilities, all so they can keep getting that federal money and the HBCU can get the tuition. The result is that they are graduating morons and destroying whatever value the school's diploma had originally.
Check out Miles College's law school pass rates last year: LINK. 0% first time pass rate. 11% second time. Last year, only 2 of their graduates passed the bar at all. And those numbers are not irregular. That happens yearly. And yet the US DOE continues to approve the school for financial aid.
Like I said, they know damn well what's going on and that they'll never get that money back.

Have you seen the admissions standards for most public HBCUs? Most kids who go to there wouldn’t be accepted anywhere else.
I think SUNO requires a 2.0 GPA, OR a 19 ACT.

I would guess that the difference is in the expectations, not the material. When your classes are full of students who made ACTs of 18 or lower, you can’t teach the material like you would students at Tulane, or even LSU or Southeastern.
