Have anyone been or known someone who has been a forgotten employee?

Reddit thread earlier this week detailed a unique circumstance in which an employee's epartment got shut down when he was working remotely, but was never actually fired. He continued to "work" remotely for a year with his timesheets approved and getting a regular paycheck, even though he was never assigned any work.
Eventually he found another job and sent back his keys to the satellite office and HR called up and tried to find out what he actually did because no one even knew he was still there.

i would have turned the office into a bar room/man cave and never quit

That's essentially what he did. He said he got bored after a year.
He also took a ton of online classes and got a bunch of certifications during that time.

I do this now, but it seems like I'm working

That's like life handing you lemons, and instead of making lemonade, pissing in your own mouth.

The "problem" is you would likely never get a raise as a forgotten employee. So even if you are getting paid for nothing, wouldn't you rather have a job that you can actually advance in versus something where you probably don't make much above an entry level salary?
You run into legal problems if you take a second job that requires you to work during your first job's hours.

I feel like you could open yourself up to some type of fraud charges in these situations

Only if you were falsifying your timesheets or something to that effect.
This gug still went into the office every day. If he took the second job working full normal hours and kept turning in timesheets at the first job, that would be fraud.

Bear in mind, he was in the smaller office.

I would definitely talk to a lawyer if this happened to me.

I heard a few stories about hat post-Katrina. Because of the storm, they were either working remotely or temporarily reassigned. The company decided to shut down the NOLA office and sent the employees on their way. A few slipped through the cracks and were still working with no office to go to. Eventually the companies caught on and let them finish their respective projects before giving hem their severance..
