I wouldn’t think so if only because no one apparently did due diligence on their payroll to see that everyone existed and did a specific job.
Granted, this is an unusual case. Typically this happens to government or union employees who can’t be fired. They have all their job duties and assignments taken away and are expected to report to a “rubber room” for their shifts to sit therthe doing nothing and collecting a paycheck.
The intent is to make people quit on their own and/or keep people too dangerous to work out of the way.
For instance, a teacher who wins a firing case claiming molestation will be reinstated but won’t be allowed back into a classroom, so they pay them to sit around jerking off and playing Candy Crush until they quit, die, or retire.

Beyond the payroll deal, I'm surprised no one ever thought to ask why they are still paying
satellite office costs and expenses after an employee death. That's just a wild and inept story all the way around.

It depends on what that entry level salary is
I work remotely, and I'd be good if I was forgotten about and never received a raise for the rest of my working career.

I remember reading somewhere about a building in the NYC school system where this happens, teachers that can't be fired and can't be used in the classroom just report there and frick around for the school day then head home.
Which, at face value, is completely fricking absurd.

After Katrina I was working in New Orleans for cleanup. Got per diem too. Rita comes through and we evacuate our operation. Well after that a few people got re-assigned and moved on including almost everyone I worked with down there. My boss was on vacation for 3 weeks in Italy or somewhere. So I woke up and went into the office but didn’t have any work to do or anyone to report to. I had a laptop so I stayed home a few days and realized I was still collecting per diem but didn’t have to go anywhere. For about a month I had nothing to do but got my salary plus per diem. I’d go by the office but it wasn’t until my boss got back that anyone realized I had been forgotten. They assigned me to West Texas and I quit.

When Hancock Bank purchased Whitney Bank, it turned out Whitney had a lot of management types that no one could figure out what they did. Hancock weeded them out with a quickness.
