Does catered meals for government employees count as improving drainage?

At a statewide level, the Louisiana Watershed Initiative is finally in swing to assess needs at a holistic level based on watershed boundaries, not political lines.

How much help would improved drainage do with an event like the 2016 flood?

Well, they've let all the weeds grow to never before seen heights, in all the silted in ditches and drainages, so there's that.

Well, they say when they opened the Comite diversion canal, it lowered peak flood elevation by something like a foot. Think about all those people who had water 2 inches from their doors or all the people whose neighbors flooded, but they didn't. That's a metric frickton of houses that didn't flood that would have.

The Comite diversion canal is the biggest load of BS ever. All that time and money and it will barely lower the water level.

My Grandpa told me they are spraying the weeds in preparation of cleaning out the ditches, saw it on 4:00 news
He didn’t have his hearing aids in so I’m not sure if that’s what they really said or not

The amount of rain that fell in the time it fell would overwhelm almost any drainage system.

I am willing to bet that you don’t know too much about elevations, water volume and other things that come into play.

Like most of the dummies in the world you just want it “fixed”. ( picture angry woman in street with hands on hips)

Nothing they can do if you have another 2016 event of 32" of rain in 3 days. The Comite Diversion is calculated to benefit the area 1' during a 100 year (1% chance) event. Would have likely benefited more in a 500-1000 year event(0.2%-0.1% chance) that we had.
